Imports - From 1 January 2022

The border locations that will use the Goods Vehicle Movement Service to support pre-lodged customs controls for movements into Great Britain are:

  • Dover (Irish Ferries, P&O, DFDS – all RoRo movements).

  • Eurotunnel (all RoRo movements).

  • Felixstowe (DFDS only - all RoRo movements).

  • Harwich (Stena Line only - all RoRo movements).

  • Hull (P&O only - all RoRo movements).

  • Immingham (DFDS - all RoRo movements).

  • Killingholme (Stena Line, CLdN - all RoRo movements).

  • Liverpool (CLdN only).

  • Newhaven (DFDS only - all RoRo movements).

  • Poole (Brittany Ferries only - RoRo accompanied only).

  • Portsmouth (Brittany Ferries only - RoRo accompanied only).

The locations for Dover, Eurotunnel, Liverpool, Newhaven and Sheerness are designated pre-lodgement locations where a Goods Movement Reference (GMR) is required in all circumstances.

All other locations listed are using temporary storage, which can use Goods Vehicle Movement Service to support movements of EU goods with pre-lodged declarations. This is an optional choice that can be offered by border locations and their carriers.

When GVMS is used at import, the declaration must be pre-lodged.

The code “RRS01” is to be included in the header for box 44 of a CHIEF declaration.

Imports - Later in January 2022

The following locations will also use the Goods Vehicle Movement Service to support pre-lodged customs controls for movements into Great Britain:

  • Immingham (Stena Line - all RoRo movements), from 4 January 2022.

  • Killingholme (DFDS - all RoRo movements), from 10 January 2022.

Exports - From 1 January 2022

The border locations that will use the Goods Vehicle Movement Service to support pre-lodged customs controls for movements out of Great Britain are:

  • Dover (Irish Ferries, P&O and DFDS – all RoRo movements)

  • Eurotunnel (all RoRo movements)

  • Fishguard (Stena Line only - all RoRo movements)

  • Heysham (Stena Line, Seatrucks - all RoRo movements)

  • Holyhead (Irish Ferries, Stena Line - all RoRo movements)

  • Liverpool (P&O, Stena Line, Seatrucks, CLdN - all RoRo movements)

  • Newhaven (DFDS only, all RoRo movements) - see below concerning non-arrived status

  • Pembroke (Irish Ferries only - all RoRo movements)

  • Sheerness (DFDS only - all RoRo movements) - see below concerning non-arrived status

GVMS locations not using arrived exports declarations

When GVMS is used at export, typically the declaration must have been arrived for the reference to be visible.

For exports going through Newhaven and Sheerness using GVMS, declarants must submit a pre-lodged export declaration (unless the declarant holds an authorisation that allows them to submit a different type of declaration).

The code “RRS01” is to be included in the header for box 44 of a CHIEF declaration.

For CHIEF declarations from 1 January 2022 you must use the following location codes:

  • NHV for Newhaven

  • MED (Medway) for Sheerness

For Customs Declaration Service declarations from 29 January 2022 you must use the following location codes:

  • GBAUNHVNHVNHVGVM for Newhaven

  • GBAUMEDMEDMEDGVM for Sheerness
